Rajasthan Urban Infrastructure Development Project (RUIDP)

RUIDP has been constituted to execute external aided projects specially ADB funded Urban infrastructure projects; established in mid, 1998.  

1. RUIDP – Phase I

·      Loan Agreement signed on 01 December, 1999.

·      In six Divisional Headquarters namely Ajmer, Bikaner Jaipur, Jodhpur, Kota and Udaipur

·      Total contracts: 209 (completed in year 2009)

·      Total expenditure: Rs. 1781.48 Cr

·      Major achievement:

Ø  Bisalpur water supply project for Jaipur city

Ø  Water supply scheme from Kailana Lake at Jodhpur from Pumping to Gravity

Ø  Water supply scheme from Shobhasar and Bichwal at Bikaner - 80 MLD

Ø  Transmission and distribution system from SR 7 to Ajmer city 

Ø  Distribution system in Cooperative Society’s colonies in Jaipur city

Ø  Water supply from Mansi wakal lake through Tunnel in Udaipur

Ø  Intake well and WTP at Kota (Akhelgarh Headworks)

Ø  Sewerage Treatment Plant (STP) at Jaipur, Jodhpur, Bikaner, Kota and Ajmer along with part sewerage

Ø  13 Nos. RoBs/Flyovers at Jaipur, Jodhpur, Kota, Ajmer, Bikaner, Udaipur

Ø  Computerization of municipal functions in 6 ULBs

RUIDP Phase-II

Ø  RUIDP under Phase II (ADB) is executing infrastructure works in 15 project towns i.e. Alwar, Baran, Barmer, Bharatpur, Bundi, Chittorgarh, Churu, Dhaulpur, Jaisalmer, Jhalawar-Jhalarapatan, Karauli, Nagaur, Rajsamand, Sawai Madhopur and Sikar which are on the verge of completion stage.

Ø  Project Cost: 1762 Cr. (US$ 344 M - ADB Loan US$ 227 M and State share US$ 117 M).

Ø  Sector covered- mainly Water supply, Waste water Management, Solid Waste Management, Urban Transport and Roads, Social Infrastructure, Support Infrastructure for Cultural Heritage & Urban.

Ø  Approved total project cost (in three tranches) is of Rs. 1762 Cr (likely cost Rs.  1780 Cr) & expenditure made up to May-18 Rs. 1736.21 Cr (98.53%).

Ø  Total work packages – 109, work packages completed - 105 (41 completed before Dec 2013 & 64 during Dec 2013 – May 2018).

Ø  25 work packages completed in last 18 months.

 

1.    Sewer line work at Bharatpur – only 309 mtr trenchless works is pending and commissioning completion by June-18.

2.    Sewerage Treatment Plant at Bharatpur town- Earlier package terminated and re-awarded on 05.04.18 and likely to be completed by 04.10.2018.

3.    Sewer line work at Nagaur- Additional sewer line work of 22 Km also completed. Additional 2 km sewer line also suggested which is under progress and likely to be completed by June-18. Only 40 mtr trenchless work and 15-20 manhole is pending.

4.   Jaisalmer (2 package) – Both packages of water supply and sewer line work of M/S SMS Paryawaran was terminated and re-awarded on 07.02.2018. Water supply work almost completed & sewerage work is likely to be completed by July 2018 respectively.

Ø   House sewer Connections: Anticipated house sewer connections under RUIDP Phase II are 93503 out of these connections 44860 connections has been done from funds provided by RUIDP to respective ULBs from Program loan. For this work Rs. 20.39 Cr. as 50 % initial amount has been transferred by RUIDP from Program Loan except Bharatpur where work of STP is still to be completed.

 

Anticipated beneficiaries (house sewer Connections): 93503, Physically done: 44860 (47.98%) in 10 towns (except Bharatpur, Chittor & Karauli)- Sawai Madhopur-6950, Jhalawar Jhalapatan-4078, Alwar-3819, Dholpur-9501, Churu-5859, Jaisalmer-4000, Nagaur-2266, Barmer-3710, Bundi-1000 and Rajsamand-2349).

 

5.   Overall Major achievements:

Ø  Sewerage Sector- (13 towns except  Baran, Sikar)

ü Sewerage outfall almost completed, Sewer line laid (including outfall) 910 out of 920 Km (97.60%).

ü Sewerage Treatment plants -12 out of 13 commissioned. Under progress- Bharatpur (terminated and rebidded.

Ø  Water supply Sector- Works commissioned in 15 towns (Churu & Jaisalmer partly commissioned), 5 nos intake wells, 5 water treatment plant, 1704 Km) pipe line, 128 water tanks, and 1.20 lacs water meters.

Ø  Roads 117 Km in 9 towns all completed (Bharatpur, Dholpur, Baran, Sikar, Churu, Nagaur, Barmer, Rajsamand & Bundi).

Ø  Drain - 36 Km in 4 Towns all completed (Jaisalmer, Churu, Sawaimadhopur and Sikar).

Ø  Bridges - 10 nos all completed (Alwar-2, Churu, Baran, Barmer, SawaiMadhopur-02, Chittor-2, and Bharatpur-01).

Ø  Fire Station- 4 nos all completed (Alwar-2, Bharatpur-1, Chittor-1)

Ø  Heritage work – 6 Nos. all completed Karauli, Baran, Jhalawar, Bundi, Dholpur, SawaiMadhopur.

       RUIDP Phase-III

(Project cum Program Loan- Pipeline Project)

v   Project Loan of US$250 million & Program loan of US$250 million (Project cum Program Loan of US$500 million) will be implemented simultaneously.

v   Total Program size is equal to US$610 M (estimated to Rs. 3700 Cr. including Rs. 660 Cr. state share considering $ rate equal to INR 60).

v   Under Project Loan component, Main work under the project will be related to water supply distribution network improvement; sewerage system including sewerage network and treatment plant; house service connections in water supply and sewerage sectors; recycling of waste water and digital networking etc.

v   Program Loan component will support policy reforms and consolidate institutional development and governance improvement in the urban sector in the state. Program loan fund is scheduled to be released in two tranches against compliance of agreed policy reforms.

v   Project Period (physical completion) is up to December, 2019.

v   Project Period (Loan closing) is up to 30.06.2020.

v   Total approved/awarded works: - Rs. 3653.25 Cr (Project loan- Rs 2410.80 Cr + Program loan- Rs. 1242.45 Cr. Only Kota works yet to be awarded for Rs. 550 Cr due to litigation)

 

(A)   Project Loan component- Approximate 2400 Cr. (US$360 million: ADB share US$250 million & State share US$ 110 million). Project period June-2020

Towns: - Works under project loan are Water management (sewerage & water supply) works in 06 cities namely Tonk, Pali, Sri-Ganganagar, Hanumangarh,

Jhunjhunu, Bhilwara (only sewer works).

Physical Progress:-

Ø  Total Awarded : 07(Pali-02, Tonk-01, Sri-Ganganagar-01, Jhunjhunu-01, Bhilwara-01, Hanumangarh-1)

Financial Progress:-

Ø  Work awarded Rs. 2410.80 Cr (including O & M cost). Gross expenditure incurred up to May-2018 is Rs. 416.53 Crore (including of expenditure of Hanumangarh- Rs 12.04 Cr which is transferred in Program loan & including consultancy Rs. 41.21 Cr and administrative expenditures Rs. 18.44 Cr).

(B) Program Loan: Program Loan amount US$250 million (Approx. Rs. 1500 Cr).-

 

—  Sector: Water management works (Sewerage works)

—  Cities: 7 cities Banswara, Mount Abu (sewerage +water supply) and sewerage works in Bikaner, Kota, Udaipur, Sawaimadhopur, Jhalawar etc.

—  Funds of Program Loan to be released on compliance with agreed policy reforms

—  First tranche for Rs. 820 Cr already received from ADB

—  Total Contracts are approved for Rs. 1242.45 Cr out of which in 6 project towns and awarded in 5 towns for Rs. 692.45 Cr; Contracts for Rs. 550 Cr in 1 project town (Kota) in final stage of approval but under litigation.

Policy Reforms-

v   On compliance with 1st tranche policy reform requirement, amount of US$125 million has been released by ADB on 23rd December, 2015. 2nd tranche of program loan equal to US$125 million is scheduled to be released after compliance of agreed policy reforms.

v   Out of 9 policy reforms, 7 policy reforms are complied completely and 1 partially complied (Water Policy approved by Cabinet but constitution of monitoring committee is in process with PHED).

v   9th policy item of establishing independent entity to manage water supply and sewerage functions in Jaipur (Jaipur Water Supply and  Sewerage Board) has been approved by Cabinet.

Rajasthan Secondary Towns Development Investment Program

RUIDP (PH-IV)

 

·      Government of Rajasthan has undertaken RUIDP Phase-IV Project, comprising towns of population 50,000 to 100,000 and heritage towns with the financing from ADB. Government of Rajasthan has decided to take up works under water supply and wastewater sectors in 40 towns namely Banswara, Abu Road, Sirohi, Pratapgarh, Nimbeheda, Shahpura (Bhilwara), Khetri, Mandawa, Shahpura (Jaipur), Sambhar- Phulera, Jobner, Chomu, Rajgarh (Churu), Nawalgarh, Laxmangarh, Fatehpur, Ladnu, Didwana, Kuchaman, Makrana, Nokha, Pillibanga, Suratgarh, Deeg, Kama, Badi, Dausa, Bandikui, Karauli, Balotra, Barmer, Jaisalmer, Ratangarh, Sardarshahar, Sri Dungargarh, Jalore, Dungarpur, Jhalawar, Rajsamand, and Tijara.

·      With the approval of Government, three more towns Shahpura (Jaipur); Shahpura (Bhilwara) and Tijara (Alwar) are included in the project.

 

·      City Level Committee meetings have been held under the chairmanship of respective district collector and approved the proposals taken in the DPRs. Till now CLC of 16 towns conducted viz Banswara, Nimbaheda, Sirohi, Aburoad, Pratapgarh, Shahpura (Bhilwara), Shahpura (Jaipur), Rajgarh (Churu), Khetri, Mandawa, Ladnu, Didwana, Kuchaman, Laxmangarh, Fatehpur and Makarana.

 

·      Concept notes of 15 towns have already been sent to ADB viz. Abu Road (ww,ws), Sirohi (ww,ws), Banswara (ww,ws), Nimabeha (ws), Pratapgarh(ww), Shahpura (Jaipur, ws), Rajgarh (ws), Khetri (ww,ws), Mandawa (ww,ws), Shahpura (Jaipur,ww), Ladnu (ww), Didwana (ww), Kuchaman (ww,ws), Makrana (ww), Jaisalmer (ws)

 

·      Draft bid documents of the 09 towns have already been sent to the ADB viz. Banswara (ww,ws), Abu Road(ww,ws), Sirohi (ww,ws), Nimabeha (ws), Pratapgarh (ww), Shahpura Bhilwara (ww,ws), Shahpura Jaipur (ww, ws), Khetri (ww,ws), Mandawa (ww,ws).

 

·      DPRs for 11 more towns (Laxamangarh, Fatehpur, Ladnu, Deedwana, Kuchaman, Makrana, Jaisalmer, Dausa, Deeg, Chomu and Kama) amounting to Rs. 1300 Cr ($200 million) prepared and under review with RUIDP.

 

·      RUIDP has worked meticulously for the review of DPRs prepared by the local body consultants. Source of water has been decided after consultation with the PHED and WRD. WTPs have been proposed where raw water is available and expanded the treatment capacity where existing WTPs are in adequate in capacity. Line agencies have been discussed for the provisions. Suggestions of the CLC meetings addressed and incorporated. Prepared DPRs under water supply sector have been sent to the PHED for their value addition if any. 100 % metering and service connections have been considered. DMA approach has been followed for the NRW reduction and continues pressurized water supply. Under sewerage sector sewerage property connections have been considered including inside the property (i.e. from outlet inside property to road side inspection chamber). Trenchless sewer has been proposed beyond 3.0 m depth and also at important road junctions in the towns where traffic density is more, and in the streets where traffic diversion is not feasible, locations where road width become narrow etc. Smart solutions also proposed in sewer network like Installation of sensors in sewer manholes at strategic locations of the town for real time information of overflow / chocking at control room and immediate response. To avoid the later issues related to the land, consent for the identified land already taken up from local body/PHED/WRD.
