Management and Implementation of Project
To execute any project successfully it is essential to have a strong execution body to take decisions for running the Project smoothly. For this Management & Implementation is executed at different levels.
Executing Agency
The Local Self Government Department (LSG) of Government of Rajasthan is the Executing Agency for the project. RUIDP is the implementing agency.
Implementation Arrangements :
Administrative Reforms Department (Group-3) vide no order no. F-6 (45) AR/ Gr.-3/ 99(ii) dated 22.01.2013 issued order for the constitution of Empowered Committee for the project. The Empowered Committee will provide policy guidance, coordination within line agencies /ULBs and taking decision on matters related to the Project. All powers of the State Government in respect of the following matters are delegated to the Empowered committee: (i) Approval of the works to be taken up under the Project (ii) Approval of Sectoral and City-wise allocations (iii) Approval of the Annual Works Program (iv) Sanction of expenditure within the Annual Plan ceiling for the Project (v) Award of all contracts and engagement of Consultants (vi) Sanction of temporary posts and contractual services for the duration of the project only (vii) Take any other decisions in respect of Project-implementation matters so as to ensure timely Project implementation, within the scope of the Project as approved by the State Government.
The committee shall also discharge the following functions:
1. Ensure necessary co-ordination between the different implementing Departments and agencies.
2. Monitor and review the progress of implementation of the project.
3. Issue necessary directions for ensuring that the Project is implemented according to schedule.
(b) Work Finalization Committee:
Administrative Reforms Department (Group-3) vide no. F-6 (45) AR/ Gr.-3/ 99(ii) dated 22.01.2013 issued order for the constitution of Works Finalization Committee (WFC).
The committee shall finalize the list of works considering the sectors and the priority of works identified during detailed feasibility study. Further, approval of Hon'ble Minister, Urban Development & LSG is required on file before taking up of any work
City Level Committee under the chairmanship of District Collector of each town has been constituted for implementation of RUSDP (RUIDP Phase- III). Order for the constitution of CLC was issued by Administrative Reforms Department (Group-3) vide no F6(45)AR/Gr.-3/99 dated 13.9.2013.
The committees shall discharge the following functions:
1) to provide overall subproject guidance;
2) to develop an effective mechanism for coordinating the local Project activities among the different line agencies;
3) to assist in planning and programming the Project activities;
4) serve as a coordinating agency among different line agencies;
5) serve as a mechanism for ensuring that the public is represented in the Project activities;
6) monitor the Project progress and activities;
7) to sort out the issues & remove hindrances, if any;
8) identify issues for improvement, and provide guidance to the PIU on actions to be taken to improve the project performance.
Hon’ble Member of Parliament (concerned Town), Hon’ble Member of Legislative Assembly (concerned Town), Mayor / Chairman- Municipal Corporation / Council, Dy. Mayor/Vice Chairman- Municipal Corporation/ Council, Chairman/ Secretary, UIT, Addl. Chief Engineer / Superintending Engineer, PHED (as the case may be), Addl. Chief Engineer / Superintending Engineer, PWD (as the case may be), CEO/ Commissioner- Municipal Corporation /Council, Senior Most officer of Town Planning Department in district are the members of CLC. Representatives of local NGOs and CBOs as nominated by the state government are the Invitees.
(d) Program Management Unit (PMU):
The PMU headed by a Project Director and is assisted by competent, qualified and experienced officers from various Engineering department (PWD, PHED, DLB, UDH, WRD), Finance and other departments as agreed by the Finance Department.
The PMU is responsible for Project execution, implementation, management and supervision of sub-projects. PMU is also responsible for; submission of matters for decision of Empowered Committee & ensuring compliance; submission of periodic reports to the Asian Development Bank (ADB); obtaining necessary approvals from the ADB; issue of bid documents; evaluation of bids received; supervision over and release of funds to PIUs; submission of reimbursement claims; ensuring compliance of the loan covenants and supervision over the PIUs. PMU functions under the supervision and control of LSGD as Administrative Department.
(e) Project Implementation Units (PIUs):
Program Implementation Units (PIUs) will be established in each of project town. PIU will be headed by SE level officer (for smaller program Loan town, may be headed by Ex En level officer) to carry out daily implementation activities required under the Project. The PMU and PIUs will be assisted in preparation of design documents, management of tendering for award of work contracts, construction supervision and overall management of the project activities by a Program Management, Design and Supervision Consultants (PMDSC).
(f) Program Management, Design and Supervision Consultants (PMDSC).
PMDSC has central office at Jaipur in RUIDP office and filed level offices will be in the project cities. Scope of services includes; (i) to prepare detailed feasibility and designs, bid document of works in towns; (ii) to assist Program Management Unit (PMU) and Program Implementation Units (PIUs) in project management activities in preparation/updation of engineering designs and procurement documents and assist in work supervision, Contract management and Administration; (iii) policy framing and planning; (iv) training for capacity building etc and all works related to designs, procurement, supervision, billing and contract management etc
